This post is mostly on the same page as me. I imagine that Honey would need to pursue the relationship first because Tails just has a habit of waiting for things to happen and otherwise locks himself up in his garage/workshop to do projects. Mostly a habit he developed from being around Sonic so much and his antics. Honey at first wants him around because he's actually really charming and is a good model for male clothing but what starts out as a semi-forced side-gig for Tails to fund his projects slowly turns into a mutual business relationship because Tails is able to engineer different fabrics and silks that'll let Honey make more unique clothing for her brand. I like to think that Honey goes to Tails on a near weekly basis to drag him out of his house to remind him of the photo op he needs to do today. This also has the effect on Tails of his stage fright and shyness slowly dissipating because he starts seeing his face whenever he goes to places with lots of fashion and advertisements. During the whole time, Honey obviously has an attraction to him since she was the one who thought he'd make a great model so the spark is already there but the big igniter would probably be one day after a photo shoot or business dealing, Tails notices that Honey is extremely stressed and tired so he imparts some wisdom he learned from Sonic about rest and relaxation and lets her stay at his house for a few days so she can get out of the spotlight of the paparazzi for a while. During this temporary stay they actually get to learn more about each other and the two just 'click' in a way that naturally compliment each other. Honey is more than willing to light a fire under their asses to get work done but when she's mellowed out around Tails she actually learns to enjoy the time she spends alone with him.
Like you said, it's a dynamic where the two naturally grow together. I personally think Honey only shows off Tails as her model. Otherwise she wants him for herself.
