I think its a a combination of how the game has changed over time and in no small part perpetuated and constantly fueled by the community
So you have a role where 2 random people (obviously excluding duos) are sharing a lane and thus are reliant on each other to varying degrees, but all the memes about dumb/toxic adcs and unskilled/toxic supports are so deeply ingrained at this point that most people just expect their lane partner will underpreform or otherwise be unpleasant even before the first group of minions reach the lane, and because these things actually happen people always expect them to happen again in the future which creates a self-fulfilling cycle
And even more recently the whole roaming support concept has become common at all ranks that a lot of times supports are hardly putting any emotional investment in bot lane itself and are often jumping at the chance to leave lane and go elsewhere, and because most of the time people just leave lane when an objective is up and spare little thought to how the lane state is or where the enemy jungler might be, this sometimes ends up with the lone ADC getting dove, which usually tilts them to the point where they mentally check out of the game
But it isnt just a community thing, the balance changes and how they've affected bot lane are also to blame, especially how support items have evolved over the years. With support items as they exist now it allows supports to have an income that would have been unthinkable a long time ago, and this naturally makes them feel not so entirely dependent on their adc and thus less incentivized to play as selflessly, this is especially the case with mage supports who as long as they dont have an awful lane phase can be almost as effective in a carry role as they would be if they were mid
