1. Why did you compare it to Pokemon specifically and not literally any other 2D RPG which does the same thing?
2. It's not even like Pokemon's grass encounters, because Undertale's random encounters happen anywhere "outdoors" while Pokemon's happen, as you just said, in tall grass. Did you actually play the game or did you just see some screenshots of the character in tall grass and surmise that's where the combat happens? It isn't.
3. It's not spammed, it's pretty normal. The game actually has very little combat for an RPG, because unlike most RPGs where you're expected to act like a meat grinder killing as many things as you can before needing to rest, the point of Undertale's encounters is to see funny dialogue, so outside the Ruins, the combat is intentionally spaced out so you only see each monster once or twice.

The characters and writing are the second most lauded aspect of the game, which is why it's such a popular streaming game and people here are always posting memes from it. Both games are full of funny and touching moments.

No it cannot. Entertainment is inherently subjective. All you can do is explain what's in the game and then assert that those things are good because you subjectively feel like they are. No one else has to agree.
