i feel like it could also benefit from one of those usually shitty "i looked into the spooky hack or episode and it was made by matthew serialkiller who was a serial killer and put it into his craft and he was into child gore porn" because unlike squidward's suicide while unrealistic iirc did say the killer was never found and it was only 3 kids that he photographed so he probably hid the bodies pretty well before putting them in a scary spongebob episode for no reason. this guy had a body count of possibly 7+ and unless this was some weird cult shit and they agreed to be sacrificed dressed as touhou characters, this most likely would've been at a con or something. i think this guy would've been found out rather fucking quickly.

i do think it has some slight potential though, like you said maybe the pictures are of them alive but i'd say maybe frame it more as a bootleg passing itself off as the real 14 before the demo released or some random fangame. don't think it'd be too farfetched with how ludicrously massive the touhou fanwork scene is (maybe the story was going for the former since the MC didn't see anyone but his friend hyped about it). maybe it has some cryptic shit the author looks into because he's puzzled by all the cosplay pictures only to find a japanese article only to find out what happened to them (massacre, weird cult shit, whatever).
the picture in your post makes no sense for the pasta either since ran doesn't appear at all, just some random spooky picture the author put in.
