I only disagree slightly.
I see them as more of an "art gallary" than art itself and 100% agree with everything else you said.
Treating them like art causes sub 90 IQ people to think the are refined sophisticates. It opens the flood gates to grant fraud. Every single game that pocketed money from grants for its development has been dogshit because now you don't need to care what the customer wants to play...
Add to that the greedy profit motives of corporations to find ways to pocket this free money and you create an incentive system that incentives slop that gets labeled as art because the bar for "what is art" is so low a snake would have trouble limboing under it
