Yes you can skip cutscenes, top screenshot is a normal cutscene, middle one was the Parrotmon prefight cutscene and the last one is the Parrotmon midfight one. I'm not sure if the middle one is unskippable or if it's just hidden but you should be able to skip most cutscenes.
