It doesn't really use all 64 GiB of storage, it actually uses ~20 GiB, but yeah, that's still a lot. I can have Arch Linux install with KDE and Firefox with about 5 GiB of storage used.
The reasons why it's using so much are:
1. Indian bloat like UWP apps and Edge
2. A lot of legacy programs, runtimes and stuff (including 32-bit versions) that is shipped because Windows is about backwards compatibility and stuff. That's why they're too slow on implementing some interesting stuff because they're so afraid to break something. I can only imagine what horrible maintenance burden it is, especially when you fire all the white men who develop this code and replace them with vibecoding indians.
