This is an argument that was brought up in Destiny 2. Humans, Cabal, Fallen, all killing each other in a thousand-year cycle of oppression. The only way to have a welcoming society is to forgive and forget all those past transgressions, and be willing to start on a fresh and equal footing with each other, in a concept reminiscent of religious grace. You would create a gentle city ringed with spears - power used for the good of all, and not for selfish interest.

This was accomplished by God manifesting in reality, giving itself a lobotomy so it could never form memories of its own to hold against others, and creating various races across the universe until one of those races became strong enough to unite all the other races of the solar system (by killing everyone who disagreed with unity), and then killing God's lobotomized other half of memory to kill the very concept of disunity. That's why the next enemy of the series are the souls of the planets of the solar system who predate God.
