It's director mode. When you record in game (down on d-pad then a on xbox or x on playstation, or f1 on PC, the clips saved can be used in the rockstar editor. You access that through story mode. In online it doesn't show up in the pause menu, but just flick through in story mode and you'll see it, IF you're on next gen. On last gen they removed it, allegedly for performance reasons, due to all of the updates. You can make little movies with it, compile different recordings together, etc. Go to whatever part of the clip you want, hit enter (or the console equivalent) then go to cameras, switch it to free camera, then you can move it around and orient it how you want, zoom in to bring the background closer, zoom out for fisheye lense, etc. Press H on PC to hide the hud, and then I just use F12 for the steam screenshot. Also, particle affects and lighting affects don't show up till you play the clip, so you can quickly tap space to play it and pause it again to get them to pop in. Takes some messing around but it's pretty straightforward. I've yet to try making a mini film with it.
