That's exactly what they all are. Harland isn't taking sides, he's an entertainer who's just happy to have provided quality entertainment and is acknowledging the fans.
Btw, he always hearts tons of comments. The Mark Normand episode has almost 800 hearted comments. Him hearting comments dunking on Sam is just a matter of probability since that's what most of the comments are about for this episode.
