Probably right after Sword/Shield.
Sw&Sh definitely had issues, but I think it became far more apparent with D&P Remakes and Scarlet & Violet. Their appeal to global audience was kicked into full swing, and now not only was game quality worse, but so were the designs of trainers and pokemon along side them.
