I gotta say, genocide route is boring as fuck. You have to go out and hunt monsters, while Chara is the only one who profits from it. But Chara likes it, he counts monsters, a malicious grin flashes across his face when he encounters an enemy, he tells you to keep going with rare phrases, and gets upset if he fails to kill Snowdrake. Chara shows his personality more actively in genocide, and Toby clearly wanted him to be associated with genocide. Considering all this, how can Chara be considered innocent? He helped the player, did not resist, and expressed clear contempt for the monsters.
