Short term homeless can be improved by housing. But in order to have housing to provide to the lowest incomes, we need to be able to build public housing (or purchase devalued market rate housing). The problem is that it is very expensive to build public housing.

If you want public housing to be available to low income people, we need to build it cheaper.
