I somewhat agree with you but I worked in the ER and I cannot stress enough how deadly are shotguns. They easily can knock people out to the ground. Which is why cops use rubber bullets so much even against the berserker class crackheads. Even if you just hit someone's limbs at the right distance it can just mutilate them so much there won't be anything to use, no matter how much adrenaline they have.
That aside, there's a lot to say about "stopping power" which is partially a meme, partially true.
