At what point do you think the shah was out of power, that he needed the CIA to put him back?
Of course the CIA couped Mossadegh. Everyone knows that. But the shah was already the emperor of iran, and Mossadegh was his prime minister. The shah of course cooperated with the CIA and his power did increase after this coup however, prior to which he was acting more like a constitutional monarch.
