I think it makes sense that it's essentially saying that God is the only true authority, and in an ideal world, every government would submit to God's will. There have been rulers before who obeyed God and carried out His will. But because of what Adam and Eve did in the Garden, the devil has significant power over this world. Although not to say that he has the highest authority somehow, obviously.

I hope you're not trying to lead this into gnostic beliefs ("Yahweh is the enemy"). It's a dead giveaway that gnosticism is a false religion created by the devil considering it tries to make you reject the one true God and also deny Jesus' divinity, while claiming that sinful human beings are somehow "divine" and that they need to acquire "knowledge" in order to ascend.
