I was thinking about that. Logically the battle would start with the two of them at a fairly close distance
Something like "Milo accidentally finds Tooru's Rokakaka stash/Trade and now The Rock human wants him dead" could work
The thing is if the fight starts at close distance Tooru's natural course of action would be to run away (that's not even OOC he ran away the second Josuke managed to damage him for the first time) and let calamity do it's thing.
Of course Tooru has no running speed feats and Milo is fairly athletic himself so it's likely for him to catch him up or at least keep the perfect distance for his own curse to affect him
But Tooru still has options, mainly his rock insects.
Dododo de Dadada can chase Milo on its own and if he Lands a hit his joints will be filled with asbestos whenever they extend (making it difficult to run)
Obladi Oblada sticks to it's target and sucks their blood, multiplying exponentially fast weighting them down
Both of these are deployed by WoU so Tooru can go for a surprise attack
And while Dododo de Dadada would be relatively easy to handle for Milo (only needs to squash it) Obladi Oblada is harder to get rid of (if it lands) because it grows all over your body even if you remove the original (Josuke took that off him by bathing on a Sauna or something with hot water so it's not entirely impossible for Milo I think)
These two + Calamity + Milo's own misfortune would weight him down while all Tooru needs to do is run away and avoid a crippling accident.
