I forgot about this. The other day at Walmart I saw they had a FNAF Stickerpedia book out. I flipped through it and found these pages in the back without any context (besides 'Animated Characters'.
My only guess is there was another Freddy in Space game planned that used the Circus/Balloon characters, but it was scrapped. That may explain why we got those characters in merchandise.
