Afaik there is no good and reliable source as to wether or not they were intended to defeat top-attack munitions.
To be clear, I dont consider thirdies on /k/ spamming praise for russian smellkaka and claiming the evil hate globohomo will fall in 2 weeks as the best source.
They have some validity as to what the average roto-cube might think but that is a bit circumspect.
