Railgun is AT, I have no clue where you got the idea it isn't.
Railgun was always able to break the wings, it takes about 7 shots to break a wing, and like 7 more shots to fully kill a Leviathan with it if you shoot the exposed flesh after breaking off a wing, add between one to four shots more if you aren't pixel perfect with charging.
