It seems like the story path for Chapter 3 was originally:
>Board 3 actually happens
>Get into the TV Tower
>Can't use elevator without keycard so you go to the stairs
>Stairs are locked with 20 more quiz Qs
>Susie drops Yogurt on her controller intentionally so everything has to stop for a time
>Now you progress to the end of the chapter stuff and do Sword Game 3

But there was more. In Board 1 you could apparently dig up the elevator keycard with Lancer that gets washed down the river. Then during the time after Board 3, you could go through some "backstage" segment that led to a game where the keycard washed up into (pic related).
Then you could return to the game and actually use the keycard to get to the roof. However, there's nothing in the data about what would be up there besides a line from tenna saying that they got to the roof.

Also, if you did Sword 3 before coming back to Board 3, there was a cutscene showing how everything is broken:
