I feel like it really does not utilize its game world properly, it's just a series of hallways where you go from town to town before Alder's like "ok time to go back to Castelia to face Team Plasma, hope you have Fly btw"
It's kind of a symptom of how optional HMs are so the game can't really be designed with the Metroidvania-esque structure of everything being interconnected but you don't have the skills to access stuff in a non-linear fashion - which is like, fine, but it really feels like every new location in the game is extremely disposable when there's barely a reason to go back to any of them once you leave for the first time.
