Because they felt they had to "dumb down" characters for 1.0 and the new audience they were expecting to get.
Characters couldn't have more than one spec so they instead got condensed down as such.
Gone was crit Chiara, MC AP-stacking Chiara and tank amp Chiara, instead they hit her over the head and turned her into this weird close-ranged amp assassin who was also supposed to be a drain tank but you're not drain tanking with 2286/82 baseline defences.
Of course, then complexity creep kicked in anyway but NN can never really commit to anything. No confidence.
