Highstreets up North are boarded up because mining areas have been abandoned, there is no investment and no money and so anybody who lives there would love to not live there if only they could afford a house anywhere else. New generations have to leave for work, and if they do stay then they won't make enough money to revive the local economy. You can't make small businesses in the area work because there isn't enough wealth in the area for businesses to be successful, unless your "business" is a "vape shop"
The only solution to this is aggressive redistribution of wealth to break up the concentration of super rich in certain areas of London. You can't build a nation's economy around serving a tiny group of super rich people because a tiny group of super rich people localised in one area of London do not need small businesses in Doncaster
