You do 70 pulls when creating a new account, 80 if you also claim the archive bonuses - which I only bother with if the first 70 rolls were interesting enough.

If you grind for a few hours (2~4), you should be able to get a 2LB Kitasan, which already puts you in a very nice spot for the future. Personally, I am greeding for 3LB plus NICE supports or straight MLB, and will be selling/gifting any leftover great accounts.
There are a few automations you can do, like saving a TinyTask script to reroll your accounts while watching something, then you really just need to failsafe it from dcs, bugs and check the rolls yourself.

A good account is one with 2LB Kitasan + nice supports. You will usually want 3 strong speed supports in every run, from sprint to long, so make sure you get a couple LBs on strong speed SRs and/or other speed SSRs. Stamina supports are also very desired, notably Creek which fixes a shit ton of stamina issues.
>should you do the whole URA campaing on rerolls?
Fuck no. I will only do it for the crème de la crème accounts, but it takes a lot of effort.
