IMHO there is only one way to know and it is not looking at it statically.
Just ride it and check frquently. Does the paint scuff? No? You're good. And don't listen to peoples claims about pebbles getting stuck.
Now if yours was a carbon frame I'd be even mor careful, checking more often and calling it quits as soon as I see any change to the paint. My reasoning is that those areas constantly experience water spray and its not the matrix job to keep water out of fiber compound materials. So once the paijt is gone I'd personally feel compelled to fix it.
