It's a fan meta to try to remove rng and make the game more "skill focused" like chess. Does that level of predictability make things boring? I think so but then again I don't really play it. Nothing is stopping you from playing cart. Why cry about it on /vp/? You can even play BSS simulated on Showdown. Literally a non-issue and a beta move to whine about others enjoying thing you don't enjoy.
