man i fucking loved undertale and love deltarune and was never bothered by toby's actually deft and not-cringe handling of lgbt shit existing without making everything about it or praising it or anything at all, and simultaneously having traditional values represented and not demonized (this is seen a lot more in DR, his more recent work, even, and is a whole heavy emphasis in the latest chapter, you straight up go to church and it's presented as a positive thing, susie considering going more is an element of her positive character growth, the badass everyone loved from the chapter, Gerson, is heavily implied to have bene very religious and his son is a pastor, etc)

but i swear to god, gdq this year being the most extreme constant endless deluge of the very worst, most obnoxious, most selfish "me me me it's all about me" part of the lgbt community, almost all of whom at the event were represented by zero-effort ugly men larping as females (which i know is common for this event but again, felt orders of magnitude more omnipresent this specific iteration), ending the whole thing on this game that they blatantly care nothing about whatsoever except how lgbt-friendly it is and probably send toby hatemail daily since he did make said church chapter and didn't demonize it hard enough, naming the goddamn character 'transrights' in all caps, mother fucker it really does ruin the whole thing, doesn't it? This is what you get if you make your game palatable to these people, no matter how hard you try to also say that they aren't 'better than' normal people or try to present normal people as good too. Your work WILL be drilled miles deep into the ground by their extreme narcissism and inability to ever have 'enough', you WILL become deified by them against your will while simultaneously held to an impossible standard of all future works needing to be increasing levels of LGBT-obsessed or they will witchhunt you. It will NEVER lead to anything good or even acceptable.

So his promise to Toriel is ironically the only thing that enables the genocide route. Why not just kill Frisk the second he leaves the gate? He doesn't do this even if he notices you covered in Toriel's dust.
It's a cope. His character weakness is apathy from knowing nothing he does matters, but should that really be an excuse? Isn't it the human condition itself to constantly struggle; to "not go gently into that good night?"

Again, all of the main 6 characters, barring Papyrus have major character weaknesses. Of course, DR will probably show something about Papyrus that we'll never be unable to see in his UT counterpart.
