Alphys' strength is that she actually is really great at robotics, and while she doesn't have Gaster's genius, she's really capable when she actually believes in herself, and more important, has others that believe in her. This is a huge reason why Alphys X Undyne shouldn't make anyone angry, as they're great together. Unlike SansxToriel and SusiexNoelle.

tl;dr is that people don't like her because she reminds them of their own shortcomings. She's always been based, and will continue to be so.

I agree completely with your assessment. The problem is that Undertale partly got as popular as it did because it starts off with you meeting goat mama. You flirt with her through phonecalls, and then you never see her again until the ending of the game. So lots of people just stick to that first impression of her as the good, traumatized mother, rather than the two-faced hypocrite she can be. I think Deltarune was a bit of a slap in the face for some, so that's why there's lots of discourse after CH4's ending.

If you talk to the Home creatures, they literally are afraid of Toriel, and she doesn't do much to rectify this by that first Froggit encounter.

Speaking of the phonecalls, she once again showcases what an absolute cunt she is when she, in front of the other main 5 characters, calls out Frisk for flirting with her with the mother comment. I mean, she could have been cool and not done that, but she chose to do so all the same.
In fact, the only character that really responds to it and joins in is your good friend Sans. Those two are the ones that hang out like a sore thumb in the overtly happy ending sequence, as they just sit there cucking Asgore with retarded bone jokes. They do this to the point where, in a very short conversation, Undyne is like "Okay, you can fucking stop now", watching them hurt someone that trained and practically raised her.

In Undertale, Chara and Asriel's death, while incredibly tragic and heartbreaking, was at least half a century ago.
I can get Toriel grieving still at first, making some mistakes with the first couple of humans that fell, but after 4 kids fell and died in a repeating pattern, she should have done something about it. Or at least not act as if she was in the right all along.
Deltarune wise, we still don't know what really caused the breach between Toriel and Asgore, so I can't exactly say if she's grieving over the loss of her family unit, or what. But she's acting pretty inmature for a mother, and a teacher.

Is speculation. You have no idea what Toriel did or did not try to do before leaving for the ruins. And it's an assumption that Asgore is pussywhipped at that point in the story. Toriel's actions also can't be labeled as pure cowardice since going to watch the only way for humans to end up in the underground is a way to protect them. Why she manages to fail six times over is never really explained. You'd think she'd try to seal the ruins earlier.
