It wouldn't be anything other than Monokuma. Junko would look more out of place than Korean Joker, Mukuro is a non character, Monaca is a 6 year old child, and no one cares about Tsumugi. The only other choice you could possibly have for killer is Izuru, which would be so fucking cool that there's no way it would happen. Monokuma is too iconic of a design to not put in, and you can easily do skins for him.

I can see it being Kyoko but Makoto is barely five feet tall. It will probably be Hajime or even Saihara with her (Chiaki legendary skin for Kyoko and Komaeda legendary for Hajime)

If you mean recognizability and popularity, it's nowhere near the scale of every other 3 character DLCs like Stranger Things, Silent Hill, or Resident Evil.
There's no chance we're getting a fucking *Danganronpa* chapter, especially not one this massive. Do you realize the flood gates that would open if such a thing happened? Yeah, Tokyo Ghoul opened the door for anime shit in DBD, but Danganronpa would open the door for stuff that isn't even fucking horror, like, at all.
