Rushing Gale is equivalent to like +300 power or something absolutely retarded when it procs, Acceleration skills are much more significant than Velocity ones in terms of effect because Velocity can increase your target speed even beyond stat caps, while Acceleration is always limited by speed. This is also how several of the top-pvp ranked horses are built so its not just my schizo ramblings, same with having 700+ Wit which is common in the top horses too because Wit rolls prevent being rushed and determine distance from pace-setter until the final stretch
