I preferred the Avatar approach instead of this long setup of submarines and funding. Avatar really just starts with the space ships at Pandora. There is no long winded story of Jake trying to get funding and meeting investors and then building and maintaining the space ships.
Atlantis took so long to set up that we really only got a few scenes inside Atlantis before the guns came out. We got the palace inner scene, the market scene, and then the swimming scene. That's it. That's all of Atlantis that we got before the guns were drawn and the rest of the movie becomes about shooting.
