It's not that she isn't famous, is that her fame is like Uncle Sam's one.
She is a symbol, not a character.
Uncle Sam's symbol is being the symbol of USA, you wouldn't care about his personality or powers, just his symbol.
Wonder Woman's symbol is being the girl of the group, that's it and no other personality or power needed, that's how people see her, no ammount of comics or movies will change it because even for the slum child in the philippines she is the "baby's first female superhero".
So she is an idea, not a character that needs comics.
Like Uncle Sam gets uses by lefties and righties for "vote this guy at the elections" you have Wonder Woman being used as a symbol of being a strong female because she is the FIRST thing people think upon hearing female superhero.
For example Wonder Woman cleaning service doesn't make references to Themyscira, no reference to her being a clay golem or a bastard of zeus neither mention her villains or her invisible jet.
Just like with Uncle Sam badges he isn't in the freedom fighters or fighting Overman, he is just there looking cool.
