They do examine them properly, it's just that further suffering is the only alternative after most significant injuries, if it's something they can recover from they'll transport them away but horses are fragile.
Historically it was common for the owners to want to save the horse especially if it's a popular one and it lead to more problems for the horse pretty much every time so best to just make it quick.
Except if it's Sakura Laurel, the French wanted to euthanize him on track and the horse's team was ready to go along with it due to the language barrier until it became obvious and they put a stop to it which let him make a recover and die 20 years later, but generally the examiners know better.
