That's not really the reason in Thoroughbreds. Has more to do with debris being kicked up and sometimes even just for looks. That's getting past the horse tolerating it as well as ears are definitely a common area they dislike getting touched.

In normal stable use, just for keeping the bugs off them.

In Uma use, its a design choice, usually inspired by the IRL horse too.
