The Jesta Vulture Custom is a black-ops testbed unit modified for missions under adverse environmental conditions and with lackluster or none maintenance for prolonged periods of time. Given its intended role, every measure was taken to enhance its performance and durability within reasonable budget, with the work being subcontracted piecemeal to the private sector through various slush funds. The project was overseen by a private laboratory under the joint oversight of Londo Bell and an anonymous backer operating through the Onbashira Foundation.
