You're confusing private sell with "commercial".
As a private seller I am not a formal business providing commercial to the general population.
Which means

1. I can sell to whoever I want and can deny a sell for any reason that I want.
2. As long as I am not in direct violation of any building code, zoning code, and storage code I can keep, work on, and store any item I so want in my own garage.
3. Private sells are different than commercial sale.
