The attack helicopter market is very small as is, and in the 1990s at the end of the cold war even more so. The bracket of countries that can afford a fairly complex air support and attack system like this is small. Within that, the ones that would rather buy than make their own is smaller. And within THAT, the amount of countries that have a doctrine favorable for their use like is in the single digits.
The Chinese didn't even bother with them until recently even though they could have procured or built them themselves, for example, and its questionable if they'll even keep them and incorporate them properly in their defense plans going forward.
