Is there some meta pick for this voucher, and are there some pointless picks?

I was looking at the shop and it looks like you can unlock something with star pieces. Are they really gacha horses, and not just some upgrade/uncap mats for them? Seems too generous. I wouldn't want to pick anything with the voucher that's eventually unlockable by grinding.
