I recall an interview, but in lieu of finding that right away, it's been found semirecently that Amy occupies a rather strange internal slot in the game's roster. I think it was found that she's after the six main playable characters, but before the mechless versions of Tails and Eggman used for Chao World. She also has the most assets compared to the battle-mode characters, especially on Dreamcast.
