Never got into CS (maybe one day) but there's surely more than one way to simulate/stylize the real-world ability to run-and-gun despite the instability it can cause at times
Doubly-so with Spartans who can get away with being fairly accurate while running so it won't break suspension of disbelief, never mind Chief basically running-and-gunning in various animations done under 343's label
