Software attachment rate was low, but I don't think everyone was burning discs so much as the fact that few people would buy that many inventive arcade-oriented half-hour titles. Honestly the inclusion of a basic 56k dial-up modem seems like an elaborate gesture considering that everyone switched to broadband in the early 2000's. Plus without including a decent hard drive SEGA couldn't allow consumers to dl games with a subscription service, or even let them demo new titles. Xbox at least was able to solve some of those basic problems.
