Been said many times. Sega fucked up too hard with Saturn. Destroyed their consumer trust, everyone moved on to PS1 and N64, no one was going to wait until they got their shit together. 9.9.1999 was too late, everyone knew actual next gen was coming soon. A year later PS2 released and it was literally over for them. And even then DC had no real system seller, anything it had was destroyed by GTA3 / Halo in 2001.

Because they either didn't care or they just wanted a PS2. If piracy didn't kill the Dreamcast, then I could see it in second place to the PS2.

They did, at least in America, it just wasn't enough for SEGA. It would've outsold the Gamecube if it had lasted as long.

Not quite half but still it sold better than expected. It was probably planned that DC would eventually be discontinued, and its achilles heel (burned CDs) was probably a condition for its launch. Dreamcast's relatively early and sudden success probably led competitors to demand that it be axed immediately, the fact that it was sold in the press as a failure is interesting though, even their own marketing dept. parroted that line.

What are we comparing here? Those 20 million units are from 4 to 5 years of sales. Not that different from how much the Dreamcast was selling per year.

People were too hesitant after the Sega CD, 32X, Game Gear, and Sega Saturn. Flop after flop lost them a lot of consumer trust.

Software attachment rate was low, but I don't think everyone was burning discs so much as the fact that few people would buy that many inventive arcade-oriented half-hour titles. Honestly the inclusion of a basic 56k dial-up modem seems like an elaborate gesture considering that everyone switched to broadband in the early 2000's. Plus without including a decent hard drive SEGA couldn't allow consumers to dl games with a subscription service, or even let them demo new titles. Xbox at least was able to solve some of those basic problems.

With how popular piracy and CD burners were back in the day, Dreamcast games were being pirated left, right and center. As well as selling Dreamcast games for $5 each. I do agree with your other points though, a 56k modem was definitely outdated and no hard drive, although that wasn't quite normalized yet.
