Depends who you ask. There's room for difference of opinion regarding hadith, I would even say it's a tertiary source, historically early muslim scholars like abu hanifa and imam malik took the opinions and actions of the companions and their students / descendants in medina and reason above hadith. It's only with the abbasid era shafi'i and ibn hanbal that put an emphasis on hadith. And in our times salafis which have the biggest budget for proselytization from saudi arabia are rejecting the early schools of islam (but are influenced by the late hanbali) in favor of fully relying on hadith alone and self interpreting it.
