Organic protests start small, just a few kids throwing stones at a police station because the police are away managing traffic around a bomb site.

They're not, they don't have communications so rumours are flying and there's no way to verify anything.
They're waiting for pressure to build to some point. Pressure builds by
>people start disrespecting the regime in public
>ignoring hijab laws
>vandalising government propaganda/property
>hassling police who know they have no backup since the local garrison/station was bombed
If Israel really wanted to screw with Iran, they could hack/jam police comms. That would make anti-regime actions more successful and more threatening, necessitating a harsher response which begets more anti-regime actions.
