The Old Ones were probably the closest thing 40k had to a primordial ‘creator’ race alongside the C’tan and, depending on how you much want to buy into theories and vague lore bits, other stuff like warp entities that dwell in the ‘basement’ of the universe. We really don’t know much about them at all, not even what they really look like, but they’re traditionally thought of and portrayed some as some kind of reptilian race, which is a leftover trademark from their WHF counterparts, but it’s possible they were some kind of weird amalgamated mass of alien civilizations who were both really advanced and psychically potent and didn’t have one set appearance. At the very least, they were the top dogs of the Milky Way alongside the Necrontyr, but definitely the superior of the two until the C’tan came into the picture and helped them. We don’t know much about them, but what we do know paints a very clear picture of how formidable they were. Not only was their technology absurdly advanced, they were also the most potent psykers to date which was bad news for the Necrontyr who had little conception of the Warp at the time. We know they created the Webway, an absolutely massive sprawling sentient inter-dimensional labyrinth megastructure of sorts that can house entire solar systems within it with ease, including Commoragh, which itself is stupidly huge and home to billions/trillions of Drukhari. Also, the language they spoke was quite literally able to make reality itself their bitch.
