HP is just a measurement of the work rate of an engine:
HP=(engine speed (measured by rpm) × torque) ÷5252
Just horsepower isn't enough to determine how fast a car is. These vehicles, for example, have the same HP, but the truck produces more torque while being slower, while the porsche has a faster but weaker engine. Gear ratio also affects the speed.
If you want a more accurate notion you should consider weight to power ratio, a lmp car will have something close to 1:1, while a 3 cylinder shitbox will have something like 25:1. Bikes probably follow this pattern, maybe.
