The trick is to change the NTSC Phase to 3-phase, lower the NTSC resolution to around 0.8 so it actually blends stuff, then change the color and chroma settings as seen here so colors are as vibrant as possible. The sharpness parameters are up to taste, but here I basically made it as sharp as possible without making it look blocky.

2-Phase and Mixed can both work as well, but I find at its best, 3-Phase just slightly edges them out in sharpness and color vibrancy.
