Depends on your civ, civ match up, map, and the situation you are in. But yes, for the most part, if you can got a castle you're better off going for archer UUs. Most of times.
Plumes are good vs infantry, other archers and are good for raiding, but their -1 damage compared to regular archers makes them awful at handling cavalry and skirms.
Rattans are always good, always make them if possible.
Genoesse crossbowmen are good vs anything on 4 legs and are okay'ish vs infantry, dies horribly to archers and siege.
Compbowmen are almost always good so long you got a meatshield (like skirmishers) and are not facing siege, otherwise in a 1-on-1 combat, compbowmen will lose against regular archer-line
Longbowmen are always good so long you are a meatshield and you can manage to keep your distance with the enemy, slowly pushing foward inch by inch, but are specially vulnerable to ram pushes
Chu Ko Nus are always good, specially against heavy cav, skirms and rams, and can overwhelm enemy archers if the enemy archers dont exploit the chok's lower range, but choks die horribly to scorps and onagers
The only time I'd actually go out of my way to priorize crossbows over my UUs is when the enemy has CAs or any CA-adjacent UU, the most notorious case being against Spanish castle drop into Conquistadors, you are always better off getting crossbows and rushing Ballistics to counetr the conqs, otherwise he will snowball you due having slow producing units from your castle
