Absolutely nothing stops one from playing a 20 years something elf. Absolutely nothing.
Warhammer Fantasy is the only game I can think of that makes you roll on elf age and it's substantially higher than most races, and its elves are also just outright superior to other playable races.
Outside of that, it's simply a player problem. The veteran fighter of a hundred wars that starts at level 1 is equally as dumb.
You can also thank systems in general rarely taking age into account and abstracting everything into "adventurers levels".
